Northern Ireland Protocol - Why it cannot be changed unilaterally?

A decision to push changes to the Northern Ireland Protocol unilaterally which by letter is an International Agreement. Why it can't be pushed, because it's an international agreement. The agreement ensures fishing rights between two nations and that solely ensures that the agreement cannot be changed unilaterally. Arbitration rights of one country after there has been an agreement signed would be tantamount to sneaking in other's business. Unfair competition isn't chivalry to treat it just as a game or sport, by blocking the other's rights would be a denial. An unilateral action is unfair and unjust. A court with the rights can call for explaning the case in the case of breaking this agreement. When and if the same is carried on by groups or individuals is called pirates.
