The police can be summoned by the institution authorities to arrest such anti-social elements. This is the same with the house speaker when he took the decision to expel the representatives.

Very true to the speaker of what he said about the expulsion that it was a place of everyone not only the elected representatives. So what were the expelled members expecting to create more chaos in the state? This only means that, when both the expelled members were responsible not to create disruption and chaos elsewhere – they turned violent inside the house.
